PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS

McGovern McDonald Engineers’ principal Steve McDonald was Project Manager of the Asset Management Implementation Plan (AMIP) for the Central Contra Costa Sanitary District (District). The overall goal was to guide the development of a consistent, comprehensive, and strategic asset management program with documented processes and procedures for data management, analysis, and evaluation for the treatment plant, collection system, pumping stations, recycled water distribution system, and general improvement assets.

The project also included assistance in the procurement of Computerized Maintenance Management System (CMMS) software, an asset condition assessment of the wastewater treatment plant facilities, and the development of a risk-based prioritization 20-year Capital Improvement Plan (CIP), and an overall financial analysis.

This project progressed through a multi-step approach, beginning with a review of the District’s goals and needs, a survey of staff, and presentation of the CMMS software alternatives based on the functional needs and technical requirements that were identified. These steps were as follows:

  • Perform Gap Analysis/Needs Assessment

  • Develop Implementation Plan

  • Assess and Recommend CMMS Software Alternatives

  • Develop a Risk-Based 20-Year Capital Improvement Plan (CIP) and Financials
