McGovern McDonald Engineer’s principal, Steve McDonald, was Project Manager for the development of an asset condition assessment for the City of Stockton, CA Wastewater Treatment Plant. The purpose of this condition assessment was to establish a starting point “baseline” that was to set the return value for a privatization contract with OMI/Thames Water for the City’s wastewater system. This was a multi-discipline engineering team field inspection involving all major wastewater treatment plant assets and upstream wastewater pump station facilities. Several unique approaches were taken to address issues of concern to both the City and OMI. These issues required innovative approaches including expanding the definition of the “end state” asset condition to include functionality in addition to assessed valuation.
