Utilities Condition Assessment and Asset Prioritization Plans for Advanced Water & Wastewater Facilities

Town of Davie, FL

Project
Highlights

  • Facilities included: advanced RO water treatment for the Floridian Aquifer; membrane bioreactor (MBR) process followed by water reuse; conventional lime softening and anion exchange water treatment; and conventional activated sludge wastewater treatment technologies.

  • Analysis of condition, criticality, and risk-based priority and timing of repair and/or replacement for all major assets.

  • Estimated capital and O&M costs for all major assets.

  • Development of Asset Prioritization Plans for each plant that allow user-defined scenarios.

PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS

MME developed asset inventories for all mechanical, structural, and electrical assets for the four treatment plants with a replacement value greater than $5,000, and any mission-critical asset. The MME team members included licensed civil, mechanical, and process engineers. This included development of each asset’s condition, asset vulnerability, asset criticality, and remaining useful life (both physical and economic). MME estimated the total project costs for all assets, including all construction, and “soft” costs (e.g. engineering, legal, administrative and contingencies) required to deliver a complete project.  A dynamic Asset Prioritization Plan was developed for each major facility that allowed the user to define and compare various scenarios for costs and risk.
