PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS

Principal Steve McDonald, McGovern McDonald Engineers, led the development of a wastewater rate study including modification of the rate structure and development of innovative methods for industrial “incentive” rates and fees for Orange County Sanitation District (OCSD), CA. Significant key issues were addressed through this process including: assessment of additional capacity fees for increased discharges from existing users; revised allocation of capital and O&M costs to wastewater flow, BOD and TSS; alternative sewer service charge structures; revised industrial and commercial user rates; tiered residential user charges and capacity fees; single vs. multi-family equivalencies; alternative connection fee methods for residential users; and others.
