PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS

McGovern McDonald Engineers has worked with the City and County of San Francisco regulatory team to successfully negotiate the National Pollutant Discharge Elimination System (NPDES) permit renewals for discharge of treated wastewater and stormwater and near-shore combined sewer overflow (CSO) discharges to the San Francisco Bay and Pacific Ocean with the San Francisco Bay Regional Water Quality Control Board (RWQCB) and U.S. EPA. Permit language and concessions for issues such as total maximum daily load (TMDL) requirements, variances, nutrient requirements, mass mercury requirements, dioxin requirements, dilution requirements, and monitoring requirements were all addressed. Tasks conducted included data review, development and review of Reasonable Potential Analyses, thorough review and comment of dilution studies, preparation of Feasibility Analysis, responding to proposed regulations (e.g. PCB TMDL), addressing pollutants of concern (e.g. dioxin, mercury) and tracking of other regulations, grants, and strategies, developing comment letters to proposed legislation, and developing reports and analysis for permit requirements.
