PROJECT GOALS, ACHIEVEMENTS, AND BENEFITS

MME Principal Steve McDonald, PE, served as Project Manager for the engineer and contractor for this ~$20 million Progressive Design-Build (PDB) delivery project for the 24 mgd South Central Regional Treatment and Disposal Board (SCRTDB). The primary goal of the Phase 1 project was to select the best alternative that maximizes O&M cost savings, delivers payback savings faster, and that can adapt to foreseeable changes in regulations. The secondary goal was to find “hidden” capacity, if possible, as a potential revenue source through the sale of capacity to new users. This innovative optimization project not only achieved these goals but  resulted in a net gain of ~$100 million worth of increased treatment plant capacity.
